Amendments to the Bill, entitled, "An Act more effectually to provide for the national Defence, by establishing an uniform Militia throughout the United States."

AFTER the word "that" 3d line, section I. strike out to the end of the section, and insert "{Begin inserted text}

{End inserted text} each non-commissioned officer and private of the militia of the respective States, shall, within six months after being enrolled and notified (unless excused by reason of poverty, to be ascertained as may be directed by the Legislatures of the States respectively) provide himself with a good musket or firelock, bayonet and belt, and cartouch-box with twenty four cartridges suited to the bore of the musket or firelock; or with a rifle, pouch and powder-horn, half a pound of powder, and twenty four balls suited to the bore of the rifle; and also with a knapsack and two spare flints: And that the commissioned, except the general and staff, officers shall be severally armed with a sword or hanger, and espontoon. And the said officers and privates shall appear, so armed and accoutred, when called into service and on days appointed for parade; which arms and accoutrements shall not be liable to be distrained or attached, or to be seized or taken upon any civil process or execution; and no person, so enrolled, shall, on the days appointed for parade or exercise, be liable to be summoned or arrested upon any civil process, in going to, attending, or returning from the place of parade or rendezvous: Provided, That no post rider, ferryman, stage driver or mariner, while in actual service, shall be liable to be enrolled in the militia, or be obliged to provide himself as aforesaid."

Section III. lines 12 and 13, strike out the words "each company of sixty four men."

Same section, after the word "aid de camp," line 15, insert "with the rank of major."

Same section, line 20, strike out "bugle-horn," and insert "bugler, and sixty four privates."

Same section, lines 20 and 21, strike out the words "to each regiment."

Same section, line 23, strike out "the" and insert "one."

Section IV. line 3, strike out "a" before "company," and insert "at least one."

Same line, before "light" insert "grenadiers."

Line 4, same section, strike out "brigade" and insert "division."

Line 19, same section, strike out the word "housing" and insert "mail pillion and valise."

Strike out after the word "company," line 4, section V. and insert "in such manner as the Legislatures of the respective States shall direct."

Strike out the sixth section.

Line 2, section VII. strike out "for" and insert "in."

Line 12, section VIII. strike out after the word "discipline" to the end of the section.

Line 4, section XII. instead of "ranks" read "rank."

Line 2, section XIV. strike out "or" and insert "and."

Strike out after the word "arms" line 4, section XIV. to the word "year" inclusive in the 5th line.

Line 8, same section, for "district" read "brigade."

Strike out after the word "corps" in the 1st, to the word "may" in the 2d line, section XV.

Strike out the word "more" line 3, section XVI.

Add the following clause:

"And be it further enacted, That the President of the United States is hereby authorized to call out the militia, or such part thereof as the exigence may in his opinion require, to execute the laws of the Union, suppress insurrections, and repel invasions."
